Effective from 30th April 2024, implementation of the common user charge for commercial movements of all animal products, medium and high risk plants, and plant products through the Port of Dover and Eurotunnel.

  • Exemptions: The charge will not apply to low-risk plants and plant products, goods for personal use via specified passenger services and certain participants of pilot schemes like the Accredited Trusted Trader Scheme (ATTS) and the Authorised Operator Status (AOS) pilot.
  • Calculation and Rates: The charge is calculated based on commodity lines in a common health entry document (CHED). Rates vary depending on the commodity type, with a maximum charge cap for each CHED.
  • Billing and Compliance: The responsibility for submitting import notifications and paying the charge lies with the person or organisation handling the consignment. Late payment or non-compliance may incur additional charges.
